About Kostanay Oil Refinery Plant

Built to Solve a Real Problem

Kostanay Oil Refinery Plant was established to address a clear gap in Kazakhstan's energy infrastructure: the absence of dedicated refining capacity in the country's north. While the Republic's three flagship state-operated refineries serve the south, west and northeast, vast stretches of northern Kazakhstan historically depended on long-haul product transport from distant facilities, inflating costs and creating supply vulnerabilities.

KNPZ was conceived and built as a regional solution — a facility physically close to the oilfields of West Kostanay Oblast and to the agricultural and industrial consumers of the Kostanai corridor. Today, KNPZ operates as JSC Kostanay Oil Refinery Plant, processing crude feedstock sourced domestically and producing a certified range of petroleum commodities.
